If the chart showed something similar to this and included all/most of the busy RuneScape playerbase, we would be able to conclude not a great deal of new RuneScape gamers are getting into RuneScape as you need to go through levels 1 to 98 for to 99. Which means almost everyone in OSRS and content tailored to level 99's are enjoying only. RS3's curve is not this exaggerated but most of the content coming out for that match acknowledges this kind of distribution.

The other element is that the difficulty of having to 99. Playing effectively it requires N hours to degree strength to 99 which means you can safely assume that the whole RuneScape players above 99 have spent at least N hours training combat. If N is high that means a large section of the RuneScape players have played RuneScape a whole lot, and you can compare this number to the number of RuneScape players with low stats to make a decision about the number of RuneScape players the low-level (state under 50) content is really catering to. But it's not ideal because people don't train stats at precisely the same speed and some RuneScape players do not train combat in any way. RS3 solves this problem by making getting to 99 easier so that if you're brand new you don't have to play RuneScape for 20 years to be in an even playing field with people who have actually been playing RuneScape for 20 years.

I know that exists. However, why would jagex not apply another money sink into RuneScape that is a QOL in every facet? There are already lots other machines such as the plank manufacturer, automobile disassembler and auto alcher that requires it's location and the NPC is useless as is. Wouldn't hurt the economy at all? If folks want to make profit off unf potions, go use the machine, if folks want unf potions quickly and are willing to spend the gp, then go to the NPC. We already have a little market in creation for this, which is as much of a money sink with divine charges.
